【内容摘要】
We propose a test for bid-rigging behavior in procurement auctions when bidders’ private costs are affiliated. The test we propose is an extension of the rank-based test in Porter and Zona (1993) from the independent private value paradigm to the affiliated private value paradigm. We apply the test to the Japanese procurement auctions from April 2003 to December 2006. The results indicate evidence of widespread collusion among construction firms that the Japan Fair Trade Commission found to be in violation of antitrust law, given that collusion takes the form of a phantom bidding scheme.

赵君，加拿大约克大学（York University）人文学院经济系助理教授，博士毕业于美国范德堡大学（Vanderbilt University），在加入约克大学前曾在美国阿拉巴马大学（University of Alabama）任教一年。她的研究方向为微观计量经济学、实证产业组织和政治经济学，研究成果发表在Journal of Econometrics等国际权威经济学期刊。她最近的研究课题包括竞选融资对美国选举结果的影响、一般贝叶斯博弈的非参数识别和推断、拍卖中的实证问题（如投标人培训计划的有效性和如何检验采购拍卖中的串谋），以及新开发的因果推断方法（如双重稳健差分估计法）。
